The Phil H. Waring Memorial Education Foundation, Inc. was organized to implement educational, charitable, and community related programs to help disadvantaged families and youth who reside within the 13 counties of the Central Savannah River Area (CSRA) in the State of Georgia, and the State of South Carolina.
